I have a P3V4X, and they can be very tricky. When you get the right combination of parts, they work great.
Most likely, the problem you're having is due to the slocket you are using. This was a major problem in the P3V4X forums that I frequented. I know for a fact that the ABIT SlocketIII works great, as does the IWILL slocket.
If your slocket allows, disable all the voltage/FSB/Multiplier settings with dip switches or jumpers on the slocket, and let the BIOS determine all settings on its own. If this doesn't work, get a different brand of slocket. If that doesn't work, you may have a bad CPU.
