You need a converter box. The DVI signal is digital and the "I" part is just an analog VGA signal, which must be converted to either NTSC or PAL, as appropriate, before it will talk to a television analog input.

Since you have PCIe, you might just go looking for a cheap PCIe video card that offers S-Video output, then add that into your system. It doesn't have to be a powerful card, and thus won't cost any more than a VGA converter box.
