CPU power circuit max temps

Whell I want to know what are thre max temps for the capacitors, MOSFET's and and those square black things and there is R60 wirtten on them, I don't know their name in english, because I readed on some web-stes that a 3 phase power could fry with 125-140W CPU's, any mine is @ 130W (reported my SiSoft S.), any if i try to tuch them , I can't even keep my finger 1 second on them , regardless of wich iI try to tuch (capacitors, MOSFET's...) and that is with the system in idle when I load Prime 95, I can't even tuch them, if it matters, the capacitor are electrolythic ones, not solid. So could the heating of the power circuit cause system crashes?
