Yes you are exactly right and unfortunately there is no way around the matter...There are a few things you can try but the performance will vary on what software and capacity the Rig is used for.

Sometimes even by adding the extra RAM things will run slower or depending on how the Banks are filled will also effect performance.

Also by having no pagefile at all may help matters or dedicating a partition of one HardDrive (usually the front) and assigning a few gigs for OS will speed things up.

I also have used the cache method (Ready Boost)seem on Vista for XP and notice a speed increase with the program eBoostr

With 4 Gigs(3.5) running on XP it's usually not the limits of RAM that is the slowest link of the Rig, rather the HardDrive unless Major Multitasking or Photoshop is being used...All in all experimenting to get the Tweak is the Key.,
