When PSUs do that it is most likely bad electrolytic capacitors. I used to be in electronics repair, and we bought the replacement caps by the hundreds or thousands.

The average cap costs less than 25 cents when bought in quantity.

When there is a load on a PSU the dried out caps can not keep enough charge and the PSU shuts down.

Over the last 10 years there were several bad batches of capacitors out of asia that only lasted 1 to 3 years before they went.
