The consequences are, assuming you CAN delete it, will come right back. That's the disk-swap file for the Win9x operating system family, and it is very much intended to be there.

The only exception is, if you pulled a disk from one Windows machine and are now using it as a secondary disk in another machine. If so, then that file is merely legacy, and you can delete it to make room for other files (your current machine shouldn't be using it and won't recreate it there).
