Either the BIOS chip has shorted out, or the power signal to the chip went haywire. Repair of a failure like this would minimally require the correct replacement BIOS chip -- note that this can only be determined from chip markings and/or the motherboard manual, compatible chip size does not mean they are the same inside -- and another system with the exact same motherboard.

Otherwise, you will have to replace the system board.
