I have to add some basics like is the air intake vent holes still opened & free of dust ?. Also make sure all Heat Sinks & fans & the Power Supply & its fan or fans are cleared out to allow a free flow of air. The Power Supply also has air intake slots that need to be clear. The inside of the case needs the cool air flowing in to keep the temp down as far as possible, as that will be the base starting temp under a heavy load, you can not get the case ambient temp down lowwer then this.
Also the thermo paste that is between the CPU & heat sink can dry out over time, cheaper stuff is even worst. You could also buy a larger heat sink & or a better fan to keep the CPU cooler. Your system has seen better days & is showing its age.
