Wow I figured you would have tested all the HD's on a regular PSU first thing. That already dead HD (the non-smoker) must have burned the PSU up which cooked the raid board & the remaining 3 HD's. Ya you just mentioned you were getting ready to get your data off the HD's. I thou you got this raid setup from some place else & wanted to get it going, bummer. I lost a whole computer along time ago because of a power cord that was wired wrong, like ground had the hot line running thru it, smoke & lights aplenty. I was sad & mad for a long time, its another long story there was no returning it thou in the end would have had no value as it was a discontinued tandy 2000 with the stupid (I mean brain dead) 80186 CPU, anyways I had more 2000's.
This is why good PSU's are important they should break themselfs & leave the rest of the system intact.
