Did you actually measure the voltage on the battery itself ?. You seem to have some kind of power problem, maybe even a bad MoBo start up circuits. I would start with the battery & check the PSU. Battery packs usually have a thermo fuse like some electric motors or electric floor heaters. The thermo fuse breaks down after they age, you might get the battery charged alittle or fully if trickled charged, but when you try to draw lots of power thru them they cut right out. You can buy a new one or cheat & bypass the fuse with a wire but beware that while charging you must keep an eye out watch on the charger & battery pack as it will have no protection anymore plus the battery pack can short out if mis-handled allow metal whatever to touch the + & - leads.
Now I have no idea with a PSU with those things, if it even has one or what it is. Thou a standard PC PSU has a power good line that can go bad the line can be cut & a good + 5 can be feed to the MoBo that tells it it is safe to power up the MoBo now. I have had this happen to me once & the bypass worked fine without a hitch. Anything else a fuse blown or a short you would have to find & replace. If this unit is important to you (work or whatever) then a backup or two is the best idea you had, spare parts are important at this stage.
