I had a checksum error problem along time ago & turned out the CPU was bad. So even a bad MoBo or chipset or traces or contacts (damp) could cause your problem. In the old days along time ago the BIOS chips did break alot, but now days its rare.

WTF no POST but you still can boot from floppy ?.
Never considered that was even possible. No POST or a fatal POST error should freeze it in its track & just sit there & do nothing. Wow I have no other awnser for you as this is very strange & new to me.

This would have been my awnser, doesnt fit now.
You let that problem linger to long, now as I see it its a catch 22 situation if it is a BIOS problem. You cant POST so no boot up from floppy, so you cant flash the BIOS, so you cant fix the problem :>(
If you could pull out the old BIOS chip & plug in a new one (preprogrammed) or plug in or set on top a new BIOS chip (preprogrammed) with all leads that touch's all the proper pins. You might be able to get it to POST, boot & get the old BIOS flashed. Chances slim to none.
