A lot of the cards I've seen will autodetect the primary monitor if only one is installed, or else perform "cloned" display until Windows boots. Perhaps your problem is limited to the GeForce4 series?

Regardless, there are quite a few cards out there with dual-DVI outputs. Hit up Newegg and then perform a filtered search and I think you'll turn up quite a few.
