Right, it's not the file system that limits you to 137GB, it's the storage technology and BIOS support. FAT32, for example, supports partitions up to 2 terabytes.

The 137GB limit on HDDs comes from Interrupt 13 (INT13) Extensions, which replaced the 8.4GB limit of LBA. Both LBA and INT13 use a 24-bit addressing scheme.

ATA/ATAPI-6 (originally called "Big Drives") which uses a 48-bit addressing scheme, goes beyond the 137GB limit and supports drives up to 144 petabytes (144,000,000 GB).
