Okay, I think the problem is that you must be logged into the machine as "administrator." Typically a user account does not have full admin privileges (albeit most of them, if you use XP Home, or set up XP Pro as an auto-logon machine).

Easy way: If you can re-access your machine in Safe Mode, I believe you will automatically be given the option of logging in as an administrator. Having done that, see if the steps I gave earlier provide you with access to the "security" settings.
