Win9x didn't make serious headway against DOS until DirectX, IIRC. Also, it wasn't really full 32-bit; it had to regularly flip and flop between 16-bit and 32-bit code by the process of "thunking". Hence, a floppy disk access on a Win9x system ties up the system for the duration of all disk activity, to name one example...
