I only skimmed it but it looks like they want to get rid of the Basic Input/Output System itself, rather than the firmware/"BIOS" as it's conventionally known.

The BIOS today sets up the I/O devices and loads the operating system.. which usually has to redo I/O anyway. By leaving the I/O initialization to the OS, they hope to give it more flexibility/speed - at the cost of backwards compatability with old OS's. This doesn't preclude the use of paralell/serial ports, just that they won't be standard anymore.
