This can be caused by a CD-ROM that spools too fast, a friend of mine built himself a computer from scratch a few months ago and his top-end optical drive ended up being too fast to read any of his XP discs, gave the exact behavior you described.

IIRC he ended up temporarily installing the 24x out of his old system in order to get Windows up and running.
