Sometimes we try to look for complex solutions when the problem might be a bit simpler. Seems from this thread just about everything has been replaced except the case.

So, how about a faulty RESET button? You might try tapping the case a bit or lightly touching the power and reset buttons and seeing if that has any effect. Also, look at the wires and terminals going to the m/b from these switches. Did you replace the POWER switch with the power supply? If not, take a close look at that also.
