Wonder if the neighbors are on the same transformer? Trying to think what would cause it and the only thing comes to mind is a Neutral conductor loss(open neutral/common/white wire), which brings the other 110v leg across the circuit, making 220volts at the outlet. Problem is that it would have to on the secondary side of the transformer and even then the ground/neutral bond at the panels should eliminate it. That high of a voltage surge on the HV side should have opened the Power Company's circuit. Interesting to hear how many homes were affected?....but I also express my sorrow for the loss.
