Since your router is at least semi there, boot the problem PC, and go to winipcfg. Do a release (NOT a renew, just release) turn everything off (Including the cable modem) and then hook the PC straight up to the cable modem. At least now we'll see if there's something extra goofy wrong with the computer itself.

Another thougt popped into my head, too. If you have fewer than 4 devices hooked to the router try a different port.
