I use a program called Goldwave. It's shareware, and lets you load/save in .raw, .au, .wav, .aiff, .mp3, .ogg, .voc, and a couple of others I've never heard of. It'll also rip CD's, and let you save them to whatever format you want. The only problem is, the MP3 save support isn't native...something to do with a patent on the MP3 format, or something like that....you've got to have LaMe (I think that's how it's capitalized.....) in the same directory, but Lame's open-source freeware, I do believe.
It does a fair amount of disk swapping if you don't have a lot of memory, but with 256MB it doesn't seem to do any.
