yeah that's easy enough just to reinstall windows and start over, but the thing is I don't know if he had any important files on his computer.
If he does, and they are recoverable by some other method, just plain formatting the drive and starting over will destroy the files.

Are we assuming that at this point the data that was on the drive is toast?

Or did you mean do a soft reinstall? (meaning without formatting, over the previous installation)
