Have you tried running it without compatibility mode. Although, from what I remember from SimCity 3000 that game started to creep when scrolling in Win2K. There was a workaround, but it was specific to 2K. It was upping the priority on the game. But if the game is able to run without compat mode it should increase the speed a little
