Got it! A Eurone 5500V....Like that was going to be my next guess. 
Played with the jumpers to get it to boot, once that happened, I tried the bios string, which brought up a possible 11 different motherboards, about the 5th search, brought a nice photo of it.
Still can't find a manual though.
I've been finding these things(socket 7s) in box lots, and swap meets (just found a AGP Socket 7 in a box at a swapmeet for $3.00-works great!). Anyway thanks.
