Brown outs very rough on things.
Boot into BIOS, check all fans running including PS fan. (Abit board? Mine shuts down if no CPU fan running.)
If you can get into BIOS and stay there O.K., try removing EVERYTHING (write down what goes where ) except 1 stick RAM, CPU & Vid card. Boot into BIOS and reset it.
Boot into windows safe mode, if you can.
Process of elimination.
