go here, it has what you need to get it right, and, yes, CPU Priority, process priority, or what ever you want to call it, is adjustable with some registry changes.

this site has a lot of info that will be helpful in setting up 98se to warp speed.

word of warning, be careful, some of the hacks can be a pain, but all are reversable.
