Okay, I just culled through a Win98 bootlog and searched "vkd". VKD is indeed the keyboard virtual device driver, and its failure could indicate a bad port, but it could also indicate a corrupted file. If the problem is indeed software, may I suggest that you fire up the system with a boot floppy, also contatining these two files from a "good" system using the same Windows version:

C:\Windows\System\Keyboard.sys
C:\Windows\System32\Drivers\Hidvkd.sys

Don't copy the versions in the windows\command directory, afaik those are used for DOS booting.
