If you leave the windows cd in at bootup, shouldn't it run setup from there when it starts? It should re-install windows from there while keeping all your old files. Check your BIOS settings to see if it is set to be able to start from a cd drive. You slouldn't need to do it from safe mode, and you can't anyway. You might have to use a startup floppy on some systems.
