If you can, dangle the add-on resistor in front of the fan's air output to avoid heat issues.

If memory serves, I think I ended up adding 20 ohms to a 100mm Pabst, but that was easy -- my dad has worked in test & measurement for over 30 years, and still has a cachet of high-power resistors back from the analog days.

Btw don't forget that resistors in series double the effective power rating. If you needed (random example) 20 ohms and 1W power handling, two 10 ohm, 1/2W resistors in series would get you there
