I assume the fan is 12V, so look at the power rating, then use P=V*I to figure out what the current draw is, then V=I*R to determine the fan's resistance.

You will probably need at 10 ohms (or more) of added resistance to truly quiet the fan, so sum the fan resistance and 10, work backwards to find the current, then use find the resistor's required power rating.
