they didn't learn from their own experience when they attacked Pearl Harbour.
They tried to eliminate America's material war resouces, i.e. ships and aircraft. But they couldn't destroy them all, and we had enough left to crush a good portion of Japan's fleet at Midway.
Had they bothered to attack and destroy the fuel farm (resources!) located just a few hundred feet beyond the ships that were sunk, the Pacific Fleet would have been stranded for months.
