I do not know anything about your MoBo but
have you tried the second IDE channel ?
Have you tried a different PSU ?
Does that MoBo use both AT & ATX PSU ? (jumper ?)
Also do you have good PC-66 RAM plugged in ?
MoBo test in a case ? (try on carboard or & wood)
