depending on the tank capacity, insulation efficiency, the temperature of the incoming tap water, yadda yadda...but 2000-4500W elements are not uncommon in electrics.

If we go with a mid-range model (3000W) and assume electricity at $0.09/kW-H then you incure $0.27 for every hour of operation. If the elements are "on" for an average of, say, 2 hours a day (showers, laundry, dishes...) and you multiply that by a month, you have a pretty good chunk of your bill right there.
