Meaning that it should upgrade any prior version without a hitch.

The upgrade version's only difference was the "compliance check" during installation. Both are full versions, however, the upgrade version required verification of a previous installation of win'9x, or at least the cdrom or disketts during the new install.

Meanwhile, why upgrade? Why not fresh install win'98 without upgrading?

I'd suggest that you backup your data, then nuke the drive with format c: for a fresh install of win'98SE.

If necessary, you could use your old win'95 cdrom for compliance verification. Note that verification won't be necessary if you have the full version.
