If you want a stable board with no frills, but a nice low price point, try the Shuttle AK31 Rev3.1 -- currently advertised at $77 on Pricewatch.
Pack in a 256MB PC2100 DDR part from Mushkin ($63) and you have yourself a price tag around $140, before shipping.
Don't worry about PC2400/PC2700 -- these aren't actually specifications and the actual meaning can vary from manufacturer to manufacturer. Just get good quality stuff (e.g. Mushkin, or Crucial) and let 'er rip.
Oh, and the AK31 Rev3.1 could easily be upgraded to a Tbird OR an Athlon XP (Palomino) at a later date
