I think I found one. All though it's shareware and has a nag screen. Would have done VB, but It's been awhile since I programmed in regular BASIC on my Commodore 64 let alone VB. And I don't have time to teach myself.
If anyone else is interested the one I got is called ICDev Menu Maker. Pretty Generic, but you can add bitmaps and mouse-overs.
Don't need anything professional, but making a CD for family members that aren't to swift with a computer. And with an HTML page when you click on a link it asks if you wanna save or open the file, which would just confuse everyone.
