The shim goes between CPU and HS. It is machined to match the thickness of the main chip in the center. It makes the surface level so it is easier to put HS on chip without hurting the cpu.

Get one from newegg maybe. Make sure it has holes for the rubber feet on the cpu.

You put your HS compound on like normal, line up the shim, put the HS on and forget all about it.
