Easy, early on he was saying the things America (and the world) needed to hear in order to feel that "someone" was in charge and "something" would be done.
But it's hard to see how this, were it elevated to all-out war, could become anything other than another Vietnam -- and he doesn't want that, either.
As for intelligence...first, no matter how well you work SOMEthing will slip through. Furthermore, America has traditionally had some of the laxest airport security in the world. I have been through both DIA (Denver) and Portland with nothing more than an x-ray scan of my carry-on and a walk-through metal detector check. Last time I was in Portland I took my laptop, they didn't even ask me to open it up at either place.
At Israel's El Al where they are on the lookout for terrorists daily, you have to arrive HOURS before your flight just to clear all of the security checkpoints.
As for curing crime....wrong comparison. Our problems with crime stem from the way we handle it when it occurs -- OJ Simpson was an extreme example but stuff like that is, unfortunately, not uncommon. Criminal justice is an effective deterrent only when justice is brought swiftly (not dragged out across several years for no reason) and the punishment is harsh, and adequate. There is a difference between "cruel and unusual" and "merited relative to the crime" that a number of criminal advocacy organizations, the ACLU in particular, have yet to grasp.
