What kind of cable modem is it, is it ethernet or usb. Also what did you upgrade and what OS are you using. If you upgraded the motherboard it is always a good idea to reinstall windows.
I have the same problem with IE5 at work on NT. When NT crashes all my cache files are erased. There is always a lot of harddrive activity when I reboot after a crash, so I assume it must automatically erase the cache files. This never happens at home after crashes with 98 and netscape.
