Get a Thermalright SK6/Delta if you don't mind a little noise That will lower the temps and not totally break you.
as for lowering the volts, if the Bios will only go down to 1.75 then your only choise I know of is to cut the L6 traces on the CPU and pencil in the right ones for a lower voltage.
