auto detect voltage is that the CPU has its own VID (voltage ID), according to clock speed and stepping. This is a safety feature that allows the CPU to be plugged in at default voltage and the mainboard will automatically recognise the VID and supply the appropriate voltage.

Some mainboards won't allow changes but most will and the new settings will be based in most cases on the default voltage of the CPU, meaning that you can go up or down.
