the delayed startup is only useful in cryogenic (refrigeration) and some peltier/watercooling setups. In an air-cooled system, the case is going to reach an equillibrium temperature and it is going to start out at room temperature ANYway -- and you're not going to get it cooler than room temperature, basic thermodynamics there.

For fan options, start looking over the selections carried by places such as 3dfxCool, CoolerGuys, and Step-Thermo. Many case fans will come with an "in-line" adapter that simply plugs into a spare connector from your power supply, with another plug on the end so you can daisy chain.
