the one way to tell is to run WPCredit and look at the DIMM slot offsets, that is 67-64, that is if you have a VIA chipset. If you put your pointer over one of these entries, it will display the settings on the sice bar and the hex and binary codes at the bottom. If you have xx01xxxx that means that you are running CAS-2, if you have xx10xxxx, its CAS-3.
On the VIA chipset, each DIMM slot can invoke its own state machine, that is one slot can run at CAS-2 and another at CAS-3 or even a mixed SDRAM / VCM combo is possible.
