The chipsets have bank sensors that can automatically change the memory speed from 133 to 100 MHz. If you have all slots occupied and you try to run 133, you screw up because the board is configured to not support that. Same thing with the Intel i815 chipset where you can use only 2 slots for 133 MHz operation.

The notable exception is the ASUS P3V4X where you can load up to 2GB of RAM and run it at 133 MHz (I ran them at 146 MHz) albeint at CAS-3.
