I can only tell you that the Abit will do most of what you state but the ASUS may have a hardwire for 133FSB so in that case I would recommend the 133 Square cause you may have problems with the 100FSB square on it.
For the Abit
>1. Is this Correct?
I get a 1GHz AXIA square..its clock is set to 10 so all I have to do is FSB to 145 and I get a 1.45GHz and the benefits of an o'cd FSB..ergo better RAM timings as opposed to 133. (that is of course that particular chip will do 1.45GHz).

I presume these mobos will allow FSB/PCI ratios so that I can maintain 33MHz on my PCI.
Of course my RAM would have to do 145 comfortably for stability...preferably CAS2 for that extra 5% grunt...
YES
2. Could I also do this?
Buy a 1.33GHz (which I presume has 133 FSB setup) and oc it to 145FSB. More money but more assurance that the square will go to 145FSB...
YES
3. Neither of the boards do DDR so buying PC2100 at US$90/128MB stick (no CAS specified) is not worth it this time 'round, maybe in 9-12months time for the next upgrade...
IMO Correct
4. Both these setups will be a lot faster (20%) than an inhel 1.4GHz setup with 128MB or RDRAM
Depends on the Apps as but generally yes
