either processor will be more than adequate for HalfLife, assuming you have a decent video card.

With regards to photoshop, though, if you're planning to do some serious work with it (as opposed to mere hobby/personal or just light work), start with a lot RAM and then buy the fastest processor that the remainder of your budget will allow.
