I buy a CPU that requires a HS and fan or the chip overheats and dies. NOT included.

Why the hell not? Wouldn't a HS that is designed INTO the chip work better? I mean integrated (I know, there's that word) INTO the substrate of the chip, cooling it directly. No Arctic Silver, clips, shims. No ping! and it comes off and starts to smoke.
