Make sure the retention clip is facing the right way, the contact area should be slightly off center so as to zero in pressure right over the core, if backwards it will have a tendency to tilt because the pressure point is way off center.

Anyway, there are copper spacers or 'landing buttons' that can be added to keep the heatsink flat, the slightest tilt really affects clocking.

As far as being a tight fit, you can relieve some of the spring tension by reverse bending the clip ever so slightly (you won't need much pressure, just a very slight bend is needed), use Arctic Silver thermal paste, reassemble and you should be good to go.
