miniDVD is great if your setop box can play it 'cause you can have the 5.1channel surround sound and ll the features of DVD on a CD at realatively lower bit rates (1Mbps versus 7-9Mbps).
The quality loss is not linear as with all thing resolution dependent - probably about 30-50% resolution loss but you can fit your hour on a CD as normal with VCD's and SVCDs.
As far as "quality per bit" goes the MPEG2 formats of SVCD and miniDVD is better than VCD 'cause you get to use the interlacing effects which allow for better temporal (between frames) compression.
SVCD is realitively bit rate locked to the standard whereas miniDVD - like DVD allows a broader range of bit rates - including 1Mbps and hence has a broader setop box compatability.

I'm doing Perfect storm at the moment with audio selection to include the directors and writers overdub audio onto 3 CD's. Great Story - would have enjoyed the movie more if I had known how real the whole picture was!!!
I usually only use 2CD's but with all the extra audio (2x300MB) on a 125minute movie this time I'm using 3.
