I do not know your MoBo but still heres some info.
PS's are tricky the old PS type AT ones would work if you unplugged the MoBo if they had a load like a HD still plugged in, the on off switch (push on, then push off) connects to the PS.
The new type PS ATX will only stay on if the front case power switch is of the proper type a
momontary on (actually is a standby digital switch) which works thru the MoBo so the MoBo must have power. The ATX PS's can be forced to go on but is to complex for this lession.

One way to change IRQ's is move all the PCI cards, like you use PCI 1 thru 3 try moving all the cards up one PCI # like PCI 2 thru 4.

If you do not need your com ports by a means turn them off in CMOS setup.

If your computer is still not powering up as I read your older posts to see where you were at &
have you tried clearing the CMOS thru the pin on MoBo like your MoBo manual saids, or just
remove the battery for ten minutes to be safe.
